The Ukrainian authorities should take effective measures to alleviate impediment obstacles for the temporary re-registration of voters from the Crimean peninsula, in order to further facilitate the participation and exercise of constitutional rights of these voters. In this respect, procedures regarding their registration and voting should be simplified to the maximum extent possible, and electoral and governmental authorities should intensify their efforts to inform residents in these territories of the means by which they can vote.

Parliament should safeguard the public broadcaster’s editorial independence by providing it with sufficient funding and granting it full financial autonomy.
