Consideration could be given to reviewing the use of cardinal status for election law provisions. To enhance legal certainty and contribute to consistent application of the election legislation, the National Election Commission could be empowered to adopt binding regulations. The provision for “balanced coverage” should be overseen by a genuinely independent implementing body. It should act upon complaints or ex officio upon monitored violations in a timely manner.
