The OSCE/ODIHR EOM reiterates the recommendations made in the Joint Opinion of the OSCE/ODIHR and the Venice Commission that call for a simplification of the complaint procedure and encourage the development of a complaint form. Such a form should help ensure that complainants understand the required documents for filing a complaint with an election commission or the courts and instruct complainants on where to submit their complaint.

Consideration should be given to undertaking a comprehensive electoral reform, which should harmonize election legislation regulating all types of elections and address other pending long-standing recommendations of the OSCE/ODIHR and the Venice Commission. The reform, inter alia, should eliminate undue restrictions on candidacy rights, as well as restrictions on the freedom of mandate. Restrictions on electoral blocs could be lifted in order to promote the competitiveness of the electoral process and wider representation in parliament. Electoral reform needs to be undertaken well in advance of the next elections, and the process should be transparent and inclusive.

The authorities and law enforcement agencies should take steps to ensure that all cases of violence and intimidation against election stakeholders are investigated promptly in an independent and impartial manner and perpetrators are brought to justice in accordance with the law. In order to further promote integrity, transparency, accountability and rule of law among election commissions, a combination of coordinated anti-corruption measures by electoral stakeholders needs to be introduced in this regard. Serious consideration should be given to introducing measures, which would increase the transparency of results data entry at DEC level. If access to data entry premises remains restricted, consideration should be given to providing observers and other stakeholders with the opportunity to observe data entry through means of multimedia tools such as large monitors, which would allow them to compare the data entered into the Vybory system against figures included in PEC results protocols and those posted on the CEC website.
