The number of commission members appointed at each level should correspond to the actual needs of the electoral administration rather than be the result of the unpredictable number of candidate nominations received. Consideration could be given to increasing the number of DECs or providing that where a DEC has to manage a high number of PECs, it may establish operation centres at district (rayon) level. Consideration could also be given to setting a reasonable maximum number of voters per polling station.

The law on the CEC should include ‘impartiality’ as one of the CEC’s guiding principles.[1] It should also elaborate the role of parliamentary factions in the selection of CEC members, so as to ensure balance and pluralism in the CEC’s composition.

In order to further promote integrity, transparency, accountability and rule of law among election commissions, a combination of coordinated anti-corruption measures by electoral stakeholders needs to be introduced in this regard. Serious consideration should be given to revising the method of formation of DECs and PECs. Effective measures must be taken to develop the institutional capacity and stability of DECs and PECs by strengthening recruitment, hiring and training methods in order to ensure and enhance impartiality and professionalism of commissioners. In any case, the principle of equal representation in the commissions should be respected.
