The restriction of suffrage rights for citizens serving prison terms regardless of the severity of the crime should be reconsidered to ensure proportionality between the limitation imposed and the severity of the offence. The blanket restrictions on the suffrage rights of persons with mental disabilities should be removed or be decided on a case-by-case basis, depending on specific circumstances.
