A comprehensive review of the legal framework should be undertaken to address all outstanding ODIHR recommendations, eliminate existing gaps and inconsistencies, and incorporate in the legislation judgments of the European Court of Human Rights and Constitutional Court of Bosnia and Herzegovina regarding ethnicity and residency-based restrictions on the right to stand as a candidate.
