The legal framework, including provisions in the Constitution, should be reviewed to ensure compliance with OSCE commitments, other international obligations and standards for democratic elections and address other identified shortcomings through an inclusive, consultative and transparent process well in advance of the next elections. The courts should not deny admissibility of appeals on formalistic grounds.
