The blanket disenfranchisement of citizens serving prison terms regardless of the severity of the crime committed should be reconsidered to ensure proportionality between the limitation imposed and the severity of the offense. Restrictions on the suffrage rights of those in police custody or pre-trial detention should be removed. Restrictions on the suffrage rights of persons declared mentally incompetent should be decided on a case-by-case basis. The authorities should consider ratifying the UN Convention on the Rights of Persons with Disabilities.
