Practical aspects of the organization of voting should be reviewed to ensure the secrecy of the vote, as provided by OSCE commitments and the law. PEC members should inform voters of their right and obligation to secrecy and the significance of ballot secrecy should be emphasized during training of election commissions and in voter education materials.
