The law should be amended to prescribe uniform tabulation procedures. To enhance the transparency of tabulation and instil public confidence in the accuracy of the results, DECs should conduct uninterrupted tabulation from the handover of PEC protocols until the completion of DEC result protocols in the presence of PEC members and observers. Observers should not be restricted in their observation of the tabulation.
