Serious consideration should be given to introducing measures, which would increase the transparency of results data entry at DEC level. If access to data entry premises remains restricted, consideration should be given to providing observers and other stakeholders with the opportunity to observe data entry through means of multimedia tools such as large monitors, which would allow them to compare the data entered into the Vybory system against figures included in PEC results protocols and those posted on the CEC website.

Consideration should be given to revising the method of formation of DECs and PECs, including by limiting the possibility for replacements of commissioners, introducing their compulsory training and certification, at least at the DEC level, and creating a national register of election commissioners as an alternative mechanism for the recruitment of the PEC members. The possibility to establish permanent DECs could also be considered.

The legal framework on campaign finance should be further strengthened to ensure that third-party financing and in-kind contributions do not circumvent regulations and reporting requirements. Dissuasive and proportionate sanctions should be established. As previously recommended, the applicable legislation should be further strengthened to provide for effective, proportionate and dissuasive sanctions for campaign violations, including circumvention of campaign-finance regulations, misuse of administrative resources, and vote-buying. Coherent efforts should be made by law enforcement agencies to promptly investigate such cases and hold perpetrators accountable.
