The authorities should develop and implement mechanisms to ensure a clear separation between the State and party, so as to prevent candidates from using the advantage of their office for electoral purposes. Unreasonable restrictions on the freedom of expression should be eliminated from the legal framework. In particular, citizens should be able to freely comment on the president and other state officials without fearing imprisonment.
