Additional mechanisms for recruitment of commission members could also be considered, such as introducing a national register and higher remuneration. The number of commission members appointed at each level should correspond to the actual needs of the electoral administration rather than be the result of the unpredictable number of candidate nominations received. Consideration could be given to increasing the number of DECs or providing that where a DEC has to manage a high number of PECs, it may establish operation centres at district (rayon) level. Consideration could also be given to setting a reasonable maximum number of voters per polling station.

In order to further promote integrity, transparency, accountability and rule of law among election commissions, a combination of coordinated anti-corruption measures by electoral stakeholders needs to be introduced in this regard. Such measures could also serve to guarantee the integrity and achieve independence of the election administration from political interference, and ensure honest performance of their duties.

Since a presidential election is conducted in a single nationwide constituency, the requirement to justify requests for temporary change of voting place could be waived. The procedure could be facilitated by enabling voters to submit requests electronically and allowing changes to be valid for more than one round. Submission of requests through a proxy could also be permitted for voters who are temporarily unable to move independently. Furthermore, voters registered where voting cannot take place could be permitted to submit requests at any RMB.

To fully guarantee freedom of association, bans on political parties should be reviewed as should the wide discretionary powers of authorities to deny registration or deregister political parties on unclear and subjective criteria. Any restrictions on fundamental freedoms should have the character of exception, are imposed only when necessary in a democratic society, are proportionate with a legitimate aim, and are not applied in an arbitrary and overly restrictive manner.

In order to ensure independent and impartial performance of election administration the law should prohibit payments from candidates and parties to commissioners; remuneration of election commissioners should be commensurate to the workload. Provisions regulating campaign financing should be strengthened to enhance the transparency of campaign funds. Funding and expenditure records could be made public in a timely manner before and after election day. The legal framework should provide for independent oversight and monitoring of campaign financing, including the possibility of effective, proportionate and dissuasive sanctions for violations of campaign-finance regulations.
