To ensure effective legal remedy, the adjudicating bodies should avoid handling complaints in an overly formalistic manner. The regulatory framework for campaign finance should be reviewed to take account of the gaps and ambiguities identified in this report, as well as by the Council of Europe’s Group of States against Corruption (GRECO). In particular, they could consider the possibility of introducing limits for private donations, establish dedicated bank accounts for electoral contestants, and ensure that requirements apply to all candidates and parties. Consideration could be given to consolidating all campaign finance legislation in a single law.
