To comply with international standards, criminal provisions for defamation should be repealed in favour of civil remedies designed to restore the reputation harmed. Any fines imposed should be proportionate and should not infringe on freedom of speech and the freedom to express an opinion. The legal framework should not provide public officials with greater protection nor establish high penalties for statements directed at them.
