The number of commission members appointed at each level should correspond to the actual needs of the electoral administration rather than be the result of the unpredictable number of candidate nominations received. Consideration could be given to increasing the number of DECs or providing that where a DEC has to manage a high number of PECs, it may establish operation centres at district (rayon) level. Consideration could also be given to setting a reasonable maximum number of voters per polling station.

Further efforts by law-enforcement agencies are needed to ensure freedom of voters to form an opinion by effectively preventing and punishing misuse of administrative resources in campaigns. Electoral contestants should make stronger efforts to refrain from using public office and government-funded projects to gain an unfair electoral advantage during the campaign period.

Since a presidential election is conducted in a single nationwide constituency, the requirement to justify requests for temporary change of voting place could be waived. The procedure could be facilitated by enabling voters to submit requests electronically and allowing changes to be valid for more than one round. Submission of requests through a proxy could also be permitted for voters who are temporarily unable to move independently. Furthermore, voters registered where voting cannot take place could be permitted to submit requests at any RMB.

Consideration could be given to clarifying and potentially simplifying the reconciliation procedures and control checks before the actual vote count. Training of PEC members should put more emphasis on the counting procedures and the completion of the results protocols. Furthermore, some entries on the results protocols could be rephrased in order to make them more understandable.

To enhance transparency, the CEC could consider publishing information on all complaints received and decisions in a timely manner. All complaints should be reviewed in open sessions and all decisions should be made public in a timely manner. In line with good practice, a template for complaints could be provided and decisions on inadmissibility of complaints on formal grounds should be avoided.
