The reform of the electoral legal framework should be continued in an open and inclusive manner to address outstanding ODIHR recommendations. Consideration should be given to reviewing the Election Code to eliminate regulatory fragmentation and to address remaining gaps, errors, and conflicting and ambiguous formulations. The sanctioning tools of the NTRBC for violations of media-related provisions during election campaigns should be further expanded and reinforced by the law. The NTRBC should react to violations in a timely manner to ensure that broadcast media comply with existing legislation. The mechanism for appointment to the NTRBC should include additional professional criteria, such as a competition or assessment, to support its political independence.
