In line with international standards, the blocking of websites should not serve as a tool to control content, restrict the flow of information across borders, or as a sanction in response to critical coverage. Websites should only be blocked, based on objective and transparent criteria defined in law. Possible limitations should be content-specific, while general bans of whole websites should be avoided.
