Voters could benefit from various types of voter education programs, including:
a. broader aspects of the voting process (in addition to how to mark different ballots), including sensitizing voters to issues such as family and group voting,
b. those directed particularly at minority voters. Development and implementation of such programs should be done in close co-operation with relevant minority civic organizations, considering the conditions of specific communities, such as (functional) illiteracy, level of education and linguistic needs,
c. on out-of-country voting provisions, including outreach programs to better implement legal provisions through which refugees could register to vote for the first time.

The process of voting in the PS could benefit by a simplification of certain election day procedures. For example, the ballot papers need not be hand-counted before the opening of the PSs, so as to avoid their late opening. PSCs should not be required to retain the observer IDs, as these results in additional and unnecessary administrative hassle.

Consideration could be given to amend the law to stipulate that a candidate or a party may be deregistered only for serious violations, clearly defined by the law. The law could also explicitly state that voter information should be provided on deregistered candidates so as to enable voters to make an informed choice. In addition, the CEC could regulate how votes for a deregistered candidate could be treated during the counting process.
