The legal framework should be comprehensibly revised to address all outstanding ODIHR recommendations and to eliminate the numerous existing gaps and inconsistencies. Continued vigorous efforts should be made by the authorities to counter any form of pressure on voters and on public and private-sector employees, including buying of votes. In line with existing legislation, reports of pressure and vote buying should be thoroughly investigated and prosecuted, with protection for those who reported. Public institutions should be proactive in informing public and state employees of independent mechanisms where they can report pressure in relation with elections, and senior state officials should issue clear public statements and written instructions that such actions will not be tolerated and that no citizen should fear any negative consequences as a result of supporting or not supporting any candidate or party.

To enhance transparency, the Electoral Code should require comprehensive disclosure of all types of campaign income, as well as expenditures by contestants, several days before election day. Campaign finance reports should include a breakdown of expenditures by constituency, and the deadline for submitting final reports should be shortened to reflect international good practice. In line with a prior recommendation, a mechanism for electronic submission of financial reports could be established.

Provisions regulating the public broadcaster’s newscasts during the campaign period should be revised, with a view to allow for editorial freedom and ensure equitable access and news coverage of smaller parties and independent candidates.
