The legal framework, including provisions in the Constitution, should be reviewed to ensure compliance with OSCE commitments, other international obligations and standards for democratic elections and address other identified shortcomings through an inclusive, consultative and transparent process well in advance of the next elections. The law-making process must comply with the principles of rule of law and law makers should refrain from using expedited procedures for introducing significant changes to election legislation that require proper consultation.
